From a COSMIC perspective perhaps the most interesting speaker is Paul Hussein from ESMA, the European Securities and Market Authority. ESMA has been contracting software development and maintenance for more than six years based on traditional function points. But for the development of their new data platform they selected COSMIC as the basis for their contracting.

Paul will explain why functional size in general helps ESMA to keep their IT cost predictable in their contracts between a small EU agency and large IT suppliers.
