MUB 14 Definition of triggering Entry

COSMIC Measurement Practices Committee

The definition of a Triggering Entry is correct but might be mis-interpreted if someone thinks it describes how data are processed physically. The phrase ‘needs to start processing’ might be taken to mean that a triggering Entry starts the execution of a functional process and then other attributes of the data group generated by the functional user follow, perhaps implying they move in a separate Entry. The consequence of this interpretation would be that two Entries would be identified to measure the data group generated by the functional user instead of one Entry.
